On the 25th of June 2026 the 2024–2026 Report of the United Nations Group of Ten High-level Representatives of Scientific Community, Private Sector and Civil Society (10-Member-Group) will be launched. The report embodies the work of the 10-Member Group for the term 2024-2026. Highlighting the achievements over the past two years, it examines major developments in science, technology and innovation (STI), assesses their implications for sustainable development, and proposes practical pathways to accelerate implementation of the SDGs and sustainable development in the long-term.
Our Principal Investigator Prof. Joyeeta Gupta served as co-chair of the group and shared in the report the need for phasing out fossil fuels and its implications for living within the safe and just boundaries for the earth system. As mentioned in Chapter 2 of the report:
“The International Court of Justice in another advisory opinion in June 2025 concluded that based on the science and negotiations, the legally binding target of the climate change regime is 1.5°C; that the climate treaty has to be read in line with other human rights and environmental obligations; that all states have responsibility to reduce their emissions, whether by state or non-state actors; and that continuing to use fossil fuels could be seen as an international wrongful act.”
Moreover, in a time and mandate characterized by uncertain times and global politics, Prof. Gupta calls for a collective effort towards global constitutionalism under SDG 17. A common charter to address global issues and achieve common goals is the fundamental idea underlying Prof. Gupta’s ongoing new project on a Global Constitution specified in Chapter 7 of the report:
“To overcome fragmented global rule-making that slows SDG progress, we need to revitalize SDG 17 through multilateralism and “global constitutionalism”: embed and operationalize core principles across regimes […] under UN leadership to align finance, trade, environment, digital and human-rights frameworks around the SDGs. Such core principles should allow for contextual and plural interpretations in line with local cultures. Embedding learning-oriented governance within this “global constitutionalism” can ensure that these principles are not only normative but also operational.”
This report reflects her work in the international arena in advocating for a fossil fuel phase out driven by science-based evidence and judicial advice and in promoting a global common effort in saving our planet and our future collectively.
