Is it acceptable for a gov’t to use a national crisis as a reason to limit rights?

I am not sure who’s human rights you are referring to, so I hope this is an acceptable answer. If not, clarify who’s human rights you are referring to.

No, human rights should not be limited because of a national crisis. Why? The UN has a Universal Declaration of Human Rights.

I am not sure what you’re getting at by human rights, but if you’re talking about privacy rights and such, then I would have to say yes, if there is a national crisis and they want to search your car without a warrant because you might be carrying something to hurt others, well, sure, they should be able to.
